Mrs. President,

Through this manifesto, the entities represented below, declare their repudiation of the abrupt suspension of fiscal benefit recommended by Good Law (Law 11.196 of 21/11/2005) imposed by the Provisional Measure 694 of 30/09/2015.
The sanction of the Good Law in 2005 was one of the main achievements of the Brazilian Society for the encouragement of business research, development and innovation (RD&I) for the cooperation between science and technology entities and for the attraction of RD&I global centers to Brazil. This instrument has similar in all developed nations and its discontinuation has a strong impact on the image of Brazil as a global platform for developing products, services and innovative technologies. Its unilateral suspension has the potential impact to generate the exodus of these RD&I global centers, it consolidates an image of legal uncertainty and instability of Brazilian funding instruments for ST&I and it will also generate a reduction in RD&I Brazilian portfolios and number of researchers in companies.
As the only fiscal incentive directed to innovation of self-declaratory access, multisectoral, with national coverage and rigorous technical supervision of government ST&I agencies and Federal Revenue, its application in 2013 involved 1.158 innovative companies from 22 states of the federation and a fiscal waiver amount of approximately R$ 2.0 Billion invested in RD&I. Good Law resources are linked to an average of 50.8% of the RD&I projects of companies using the benefit and support, exclusively, the work of 52% of its researchers. The fiscal incentive was one of the key economic enablers for the deployment of 15 large new business centers of RD&I in the last 4 years in Brazil and was relevant to the production of at least 20.000 new products or technological process improvements to society and to the Brazilian economy.
Considering the extreme importance of Good Law resources for competitiveness gain in the country and for the maintenance of RD&I Brazilian efforts in this moment of severe economic downturn, we request, emphatically,that government representatives within the Executive and Legislative Power suspend, in full, the validity of Article 3 of PM 694 of September 30th, 2015.
